Localization strategy

I searching for best translation strategy :

If I have a static text, I write “:xliff:algebra” and 4D will display “Algebra” or “Algèbre” according to DB language.
Ok , but if I want to change language, I run SET DATABASE LOCALIZATION (“en”) or (“fr”), nothing changes.
If I write GET LOCALIZED STRING(“algebra”), text displayed will change the language when running SET DATABASE LOCALIZATION (“en”) or (“fr”).

Is that OK ?
This implies that I must use variables instead of static texts ?
